Building of Parliament Headquarters executed at 55%

The Minister of Development, Territorial Equipment and Public Works, Jean Jacques Bouya, the Chinese Ambassador to Congo, Ma Fulin, and a delegation of parliamentarians made up of the First Vice-President of the National Assembly, Léon Alfred Opimbat and the president of the economy and finance committee, Jean Marie Epouma Andzimba as well as some executives from the Ministry of Foreign Affairs, on February 26, 2019 visited the construction site of the Parliament Headquarters.

This field visit is part of the celebration of the 55th anniversary of the establishment of diplomatic relations between the People's Republic of China and the Republic of Congo.

Executed at 55%, i.e. 100% of the super structure and 45% of the second phase, the construction of the Parliament Headquarters, whose reception capacities vary according to the blocks, respects the provisional schedule.

A gift from China to Congo which symbolizes the excellence of diplomatic relations between the two States, the future Headquarters of the Congolese Parliament will be the largest in Africa, hinted the Chinese ambassador to Congo after the visit.

“The Congolese and the Chinese are working in synergy for the outcome of this project, symbol of the centuries-old ties of friendship between the two countries. China has better prospects for Congo and intends to carry out other major projects” he said.  

As a delegated project owner, the Minister of Development, Territorial Equipment and Public Works, Jean Jacques Bouya, appreciates with satisfaction the execution rate of the parliament building and is convicted that the work will be delivered on time given that so far, we have not yet registered any major constraints. "Everything is going on well and we are satisfied with the progress of the project” said Minister Bouya.  

Very moved by the progress of the work, the parliamentarians were full of praise for China, whose efforts to bring this project to fruition reflect the friendship of the two States. “This is the expression of the friendship that binds us to China. These are gestures of friendship. Here is the proof. The timeline is respected and the objective of carrying out the project is to allow parliamentarians that we are to work under better conditions. We are satisfied” underscored the Honorable Senior Vice President of the National Assembly and the chairman of the economy and finance committee of the Senate.  

It should be recalled that the celebration of the 55th anniversary of the establishment of diplomatic relations between the People's Republic of China and the Republic of Congo gave rise to several activities in Brazzaville, including toasts and a photo exhibition at the Ministry of Foreign Affairs. 

The parliament headquarters building project is in three phases, notably the National Assembly block (Ground Floor (GF) + 3); the Senate block (GF + 3) and the large multipurpose banquet hall with accessible terrace. Communication between the two blocks is provided by walkways. The entire project constitutes an imposing four-floor building with a monumental parallelepiped shape.

The National Assembly has a 500-seat hemicycle whose location is diametrically opposed to that of the Senate, with 300 seats. There is provision for an entrance to each institution from the covered parking lot for Bureau members and a parking lot with 540 available spaces.

The National Assembly block also has, amongst others, the offices of the President of the Assembly; the 1st and 2nd vice presidents; two secretaries; the two questors; advisers and attachés; cabinet directors; 7 meeting rooms with 50 seats each; offices for 7 parliamentary committees; offices for parliamentary groups 1 press room; 2 VIP lounges; technical rooms; 2 permanent and auxiliary committee rooms; 1 healthcare room; 1 hemicycle with 500 seats; 1 library and archives and toilets.

Started on April 30, 2017, the construction of the Parliament Headquarters, officially launched on May 22, 2017 by the President of the Republic Denis Sassou N'guesso, will end on August 29, 2020.
