Director General For Local Development

Body

In conformity with decree n ° 2013-184 of 10 May 2013, on the duties and organization of the directorate general for local development, the latter shall be organized and performs specific tasks.

Duties

The Directorate General for Local Development is the technical body which assists the Minister in the discharge of his duties in the area of ​​local development.

It shall have the responsibility to:

  • set up the institutional and financial tools of the regional planning policy;          
  • identify and execute, in concert with development partners, urban and rural development projects;          
  • implement programs and projects to revitalize the village setting;          
  • promote the creation of regional development companies;            
  • implement the incentive, promotion and investment tools in the departments;          
  • monitor and control projects eligible for State-Department or State-Municipality contract plans;          
  • Promote and monitor decentralized cooperation in urban and rural development;          
  • Encourage and support local initiatives that should lead to the creation of wealth and income in the millennium villages;          
  • Contribute to capacity building for studies and the implementation of programs and projects at the local authority level;          
  • Ensure the rational management of human, material and financial resources.   

Organization

The directorate general of local development shall be managed and run by a director general. In addition to the management secretariat, and the IT support service, it shall comprise: 

  • The directorate for cooperation and project management assistance;
  • The directorate of monitoring and control of programs and projects;          
  • The directorate of community development;          
  • The directorate of administration and finance;          
  • The departmental directorates.        

 

THE DIRECTORATE FOR COOPERATION AND PROJECT MANAGEMENT ASSISTANCE

Duties

The directorate for cooperation and project management assistance shall be managed and run by a director.

It shall have the responsibility to:

  • set up the institutional and financial tools of the regional development policy;          
  • promote the creation of regional development companies;            
  • Encourage and support local initiatives that should lead to the creation of wealth and income in the millennium villages;          
  • Contribute to capacity building for studies and the implementation of programs and projects at the local authority level;          
  • Promote and monitor decentralized cooperation in urban and rural development;          

Organization

The directorate for cooperation and project management assistance shall comprise: 

  • The service for monitoring project funding;          
  • The service for project management, cooperation and assistance;          
  • The service for promotion of local initiatives.        

 

THE DIRECTORATE OF MONITORING AND CONTROL OF PROGRAMS AND PROJECTS

Duties

The directorate of monitoring and control of programs and projects shall be managed and run by a director.  

It shall have the responsibility to:

  • Control projects eligible for contract plans;          
  • Monitor, in partnership with development partners, the implementation of local projects;          
  • Control the implementation of national programs to revitalize the village setting.        

Organization

The directorate of monitoring and control of programs and projects shall comprise:

  • The service of contract plans;          
  • The service for program and project monitoring.        

 

THE DIRECTORATE OF COMMUNITY DEVELOPMENT 

Duties

The directorate of community development shall be managed and run by a Director.

It shall have the responsibility to:

  • Promote proximity projects and management of grassroots communities;          
  • Encourage and support local initiatives that should lead to the creation of wealth;          
  • Contribute to the achievement of the Millennium Development Goals.        

Organization

The directorate of community development shall comprise:

  • The service for relations with development partners;          
  • The service for monitoring development of the village setting;          
  • The service for community animation.        

 

THE DIRECTORATE OF ADMINISTRATION AND FINANCE

Duties

The directorate of administration and finance shall be managed and run by a Director.

It shall have the responsibility to:

  • draw up the budget of the Directorate general;          
  • manage human resources;          
  • manage finances and equipment;          
  • manage archives and documentation.        

Organization

The directorate of administration and finance shall comprise:

  • the service for human resources;          
  • the service for finance;          
  • the service for equipment and logistics.        

 

The departmental directorates

The departmental directorates of local development shall be governed by specific texts.
